GoPro sells a tri-pod mount. Drill one hole in the end of the boat hook and use a 1/4-20 bolt. Put locktight on the threads and leave it loose enough to move around but tight enough so it wont move on its own. This way you can move the camera around for different angles. Or get a Ball Head from a camera supply place. A ball head will give you all the adjustment you will ever need. I'm going to get one for mine.

I cut the end off the boat hook because it would get in the way.
